The LUFS [loudness units relative to full scale] meters in LEVELS are extremely accurate at displaying the perceived loudness of audio material. The LUFS scale (sometimes called LKFS, though they're exactly the same thing) was introduced primarily to outline broadcast standards to keep the perceived volume of the different shows and adverts the same. This is called loudness normalization and

LUFS meters will show the integrated loudness of audio, similar to RMS, but more truthful in terms of our hearing. RMS measures the average power/loudness of the audio, but LUFS – I (integrated) is more accurate.

LUFS is a little better at determining “loudness” then RMS but its still a metering formula and doesn’t really determine how “loud” something is to us. If we look up the fletcher munson curve it basically displays that human hearing is more sensitive in the midrange.
